TOWN OF HANSON
COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes – August 21, 2013

CPC MEETING:  (began at 7:01 pm)
Members Present:  Laura FitzGerald-Kemmett, Bob Sears, John Kemmett, Bill Strait, Allan Clemens, Patty Norton, Bob Overholtzer and Joe Gamache
Absent:  None
Guests:  Rob O’Brien, Phil Clemens, Don Ellis and Hanson Youth Baseball League members
Approval of Previous Meeting Minutes:

New Business:
Hanson Youth Baseball
Rob O’Brien was present at this meeting and provided a formal application to CPC for the proposed ball field and town forest boundary project.    Included with application were supporting documents of estimates and letter of recommendations  
After a lengthy conversation amongst committee members and Rob O’Brien/Phil Clemons, a motion was made to place this project as a Town Warrant for the Hanson October Town Hall meeting by Patty Norton (1st) and Bill Strait (2nd) and approved 8-0-0.  The motion was later amended to include the CPC fund source for the project as coming from Undesignated Fund Balance by Patty Norton (1st) Bob Overholtzer (2nd) 8-0-0 approved.
Stone Property
Phil Clemons, Hanson Conservation Committee, submitted a formal CPC application for funding for the purchase of Stone Property in Hanson seeking $45K.   Hanson is being offered 115 acres (eight contiguous parcels) bordering Poor Meadow Brook for $125K.  The Town of Hanson is seeking a state LAND grant of $80K (64% reimbursement via the Department of Conservation Services) that leaves $45k necessary to purchase the land.  Approval of project is contingent upon the funds from the State being approved and an environmental (21E) inspection is conducted and passed.
Don Ellis discussed with the Committee the possibility of developing part of the Stone Property into a ‘park area’ with parking spaces.  Since the land is considered protected by the state Conservation Department, the proposal was not accepted at this time.
After a lengthy conversation amongst committee members and Phil Clemons, a motion was made to place this project as a Town Warrant for the Hanson October Town Hall meeting by Bill Strait (1st) and Patty Norton (2nd) and approved 8-0-0;  funds to come from the CPC Open Space and Undesignated Fund accounts.
WHRHS – Outdoor Fitness/Sports/Recreational Center (Open Space/General)

Bonney House Project
Allan Clemons received communication from the South Shore Voch School that it is willing to take on the Bonney House as a volunteer project for this upcoming school year.  A pre-application was submitted to the CPC as an emergency proposal (due to timing of volunteer services) to put a placeholder at the October Town Hall meeting so consideration can be taken on this project.  Additional requirements will need to be submitted and funds coming from the CPC Historic Funds are available for an undesignated amount.  John Kemmett (1st) and Bill Strait (2nd) made the motion with 8-0-0 approval from the Committee.
